घोघड़, चम्बा, 16 दिसम्बर : क्षेत्र में बांधों से अचानक और अत्यधिक मात्रा में छोड़े जा रहे जल प्रवाह के कारण नदी किनारे स्थित प्राचीन धार्मिक मंदिरों को हो रहे नुकसान को लेकर भाजपा युवा मोर्चा मंडल चौरासी (भरमौर) के अध्यक्ष अनिल कुमार ने विधायक डॉ. जनक राज तथा बुढ्ढल (बुडिल) जलविद्युत परियोजना संचालित करने वाली कंपनी ग्रीनको के प्रतिनिधियों को एक ज्ञापन सौंपा।
ज्ञापन में बताया गया कि विभिन्न नदियों पर बने बांधों से अनियंत्रित रूप से पानी छोड़े जाने के कारण कई प्राचीन मंदिर लगातार क्षतिग्रस्त हो रहे हैं। पिछले वर्ष मानसून के दौरान विश्वविख्यात त्रिलोचन महादेव मंदिर के पास बनी विशाल प्रतिमा तेज जल प्रवाह में खंडितवहो गई, जिसकी पुनर्स्थापना आज तक शुरू नहीं हो पाई है। इसी प्रकार ग्रीनको कंपनी के थला बांध से छोड़े गए पानी के कारण थला शिव मंदिर सहित कई अन्य मंदिरों को भी भारी क्षति पहुंची है।
ज्ञापन में कहा गया कि ये मंदिर केवल पूजा स्थल नहीं, बल्कि क्षेत्र की आस्था, संस्कृति और विरासत के प्रतीक हैं, जिनका संरक्षण अत्यंत आवश्यक है।
युवा मोर्चा ने ज्ञापन के माध्यम से मांग की कि—

बांधों से जल-मुक्ति का नियमित, नियंत्रित और सुरक्षित प्रबंधन सुनिश्चित किया जाए।

त्रिलोचन महादेव मंदिर सहित सभी प्रभावित मंदिरों के संरक्षण, पुनर्स्थापन और पुनर्निर्माण का कार्य तुरंत शुरू किया जाए।

नदी किनारे स्थित सभी प्राचीन मंदिरों का सर्वे कर उनकी सुरक्षा के लिए विशेष योजना बनाई जाए।

बांध प्रबंधन से जुड़े विभागों और कंपनियों की जवाबदेही तय की जाए।
ज्ञापन में यह भी चेतावनी दी गई कि यदि अप्रैल 2026 तक प्रभावित मंदिरों के पुनर्निर्माण और संरक्षण कार्य प्रारंभ नहीं किए गए, तो क्षेत्र की जनता के साथ मिलकर आंदोलन और धरना-प्रदर्शन किया जाएगा।
इस अवसर पर विधायक डॉ. जनक राज ने मामले की गंभीरता को देखते हुए ग्रीनको कंपनी को स्पष्ट निर्देश जारी किए। उन्होंने कंपनी से कहा कि परियोजना संचालन के दौरान नदी किनारे स्थित मंदिरों की सुरक्षा को सर्वोच्च प्राथमिकता दी जाए। साथ ही जिला प्रशासन के समन्वय से थला शिव मंदिर एवं अन्य प्रभावित मंदिरों के संरक्षण, पुनर्स्थापन और पुनर्निर्माण के लिए तत्काल ठोस कदम उठाए जाएं।
विधायक डॉ. जनक राज ने कंपनी को भविष्य में इस प्रकार की घटनाओं की पुनरावृत्ति रोकने के लिए प्रभावी सुरक्षा उपाय लागू करने तथा अब तक उठाए गए कदमों और आगे की कार्ययोजना से शीघ्र अवगत करवाने के निर्देश भी दिए हैं।
उन्होंने आश्वासन दिया कि क्षेत्र की धार्मिक आस्था और सांस्कृतिक विरासत की रक्षा के लिए वे स्वयं इस विषय को गंभीरता से आगे बढ़ाएंगे। वहीं, क्षेत्रवासियों ने सरकार और कंपनी से शीघ्र ठोस कार्रवाई की उम्मीद जताई है, ताकि बहुमूल्य धार्मिक धरोहरों को भविष्य में होने वाले नुकसान से बचाया जा सके।
Ancient Temples Damaged Due to Excessive Water Release from Dams
Memorandum Submitted to MLA Dr. Janak Raj; Directions Issued to Greenko Company

Serious concerns have been raised over the damage being caused to ancient religious temples in the region due to the sudden and excessive release of water from hydroelectric dams. In this connection, Anil Kumar, President of BJP Yuva Morcha, Mandal Chaurasi (Bharmour), submitted a memorandum to MLA Dr. Janak Raj and representatives of Greenko, the company operating the Budhil (Budal) Hydroelectric Project.
The memorandum states that uncontrolled water discharge from dams constructed on various rivers has been continuously damaging several ancient temples located along riverbanks. During the last monsoon, the world-renowned Trilochan Mahadev Temple was washed away by strong water currents, and its restoration work has not yet begun. Similarly, water released from Greenko’s Thala Dam caused significant damage to the Thala Shiv Temple, along with several other temples.
It was emphasized that these temples are not merely places of worship but represent the faith, culture, and heritage of the local community, making their protection extremely important.
The Yuva Morcha, through the memorandum, demanded that:

A regular, regulated, and safe system for water release from dams be ensured.

Immediate steps be taken for the protection, restoration, and reconstruction of the Trilochan Mahadev Temple and other affected temples.

A comprehensive survey of all ancient temples located along riverbanks be conducted and a special protection plan be prepared.

Accountability of departments and companies involved in dam management be clearly fixed.
The memorandum also warned that if restoration and conservation work of the affected temples is not initiated by April 2026, a public agitation and protest will be launched along with the local residents.
Taking cognizance of the matter, MLA Dr. Janak Raj issued clear directions to Greenko to give special attention to the safety of temples located along riverbanks during project operations. He instructed the company to take immediate steps for the protection, restoration, and reconstruction of the Thala Shiv Temple and other affected temples, in coordination with the district administration.
Dr. Janak Raj also directed the company to implement effective measures to prevent such incidents in the future and to inform his office at the earliest about the actions taken in this regard.
He assured that the religious sentiments and cultural heritage of the region will be safeguarded, and that necessary coordination with concerned departments and the project authority will be ensured. Local residents have urged both the government and the company to take prompt and concrete steps to protect these invaluable religious and cultural sites from further damage.
